2.引導學生理解社會福利之範疇及服務領域，探討社會福利服務人口群的相關議題，作為學生學習進階社會福利相關課程之準備。
3.從主要國家社會福利的歷史發展與影響人物介紹，引導學生瞭解社會福利制度建置與社會、政治、經濟、文化的互動關係。
