本課程之目標即在於探討公私協力的政策哲學及當前社區治理在地知識，期望能以宏觀、哲學觀與在地觀的角度探討公私協力與社區治理之趨勢。

The goal of this course is to explore the policy philosophy of public-private collaboration and current local knowledge of community governance. It is expected to explore the trends of public-private collaboration and community governance from a macro, philosophical and local perspective.

公私協力受到自1980年代起新的公共管理風潮影響，在這股風潮中，運用了交易成本理論、當事人與代理人理論，以及公共選擇等理論，將市場的競爭、選擇機制帶進了公共行政的領域，並在許多的實際政策產出中，有了一些不同於以往的變化。綜觀新公共管理的政策哲學基礎，即是以新右派（New Right）為主。2000年，部份學者有鑒於新公共管理過分重視效率而忽略效能，乃提%

Public-private collaboration has been influenced by the new public management trend since the 1980s. In this trend, transaction cost theory, party and agent theory, and public choice theories have been used to bring market competition and selection mechanisms into the field of public administration. Many actual policy outputs have undergone some changes that are different from the past. Looking at the policy philosophy foundation of New Public Management, it is dominated by the New Right. In 2000, some scholars proposed that new public management pay too much attention to efficiency and neglect effectiveness.
