務使學生從地方到治理等相關概念之理解，然後再探討並比較各國地方政府如何運作。

It is important to enable students to understand related concepts from locality to governance, and then explore and compare how local governments in various countries operate.

旨在使研究生對於地方制度法有深入之了解，不僅應用公法理論解析地制法，並且以政治學及行政學等學理，分析地方制度之設計，使研究生對地制法有比較系統性之認知。

The aim is to enable graduate students to have an in-depth understanding of local institutional laws. It not only applies public law theory to analyze local laws, but also uses political science and administrative science to analyze the design of local institutions, so that graduate students can have a more systematic understanding of local laws.
