務使學生從地方到治理等相關概念之理解，然後再探討並比較各國地方政府如何運作。

Work to enable students to understand related concepts from local to governance, and then explore and compare how local governments in various countries operate.

旨在使研究生對於地方制度法有深入之了解，不僅應用公法理論解析地制法，並且以政治學及行政學等學理，分析地方制度之設計，使研究生對地制法有比較系統性之認知。

The purpose is to enable graduate students to have an in-depth understanding of local system laws. They not only apply public legal theory to analyse local system laws, but also use political and administrative sciences to analyze the design of local system, so that graduate students have a relatively systematic understanding of local system laws.
