「社區」(community)應該有相當廣義的解釋,例如單純指涉特定地理空間的個體集合,或是具有共同利益與特定空間分布特性的一群人,具有互動關係且利益糾結的一群人,或者與特定政策產生關連的一群人,甚或廣至有共同歷史、社會、文化、經濟背景的一群人。由於社區的概念不再限於「地理空間的指涉」,對一般民眾的影響,也從社區生活擴展至各類公共政策,越來越多的公共治理議題思索著如何與”社區”結合,同時也發展出多元社會組織投入相關議題的經營。
由此可見,社區的概念不僅止於「地理空間上的指涉」,而是人類社會生活中,不同層級、範圍、因素、事件所形成的集合體。本課程主題為「社區治理與第三部門」,將會聚焦於探討「社區治理的意涵、國內外案例經驗,以及其引發的改變」。課程的重點在於探討社區為本位的公共事務發展,第三部門所屬組織在”社區”層次的經營現況,同時引導學生關心第三部門功能角色及整體發展。
近年來,”社區”議題呈現多元發展,為解讀各類議題內涵與運作結構,必須對社區理論的發展有所瞭解,同時對涉入相關議題的組織提出介紹。本課程目標希望引導學生關注社區理論發展與公共問題解決之關連,瞭解相關國家對社區治理與參與的重視程度,認識臺灣社區發展的歷程、現況與未來。本課程選定社區韌性、社區組織、社區營造、社區評鑑、社區安全、社區環保、社區產業、社區教育、社區永續等議題進行介紹。同時安排社區參訪與分組報告,誘發同學關心、瞭解與反思相關社區治理案例,進而培養第三部門整體發展的支持基礎。"Community" should have a very broad interpretation, such as a single reference to a collection of individuals in a particular geographical space, or a group of people with common interests and distribution characteristics, a group of people with interactive and confusing interests, or a group of people who are related to a specific policy, or even a group of people with a common historical, social, cultural, and economic background. Since the concept of a community is no longer limited to "referential to geographical space", its impact on the general public has also expanded from community life to various public policies, and more and more public governance issues are thinking about how to combine with "community", and at the same time, it has also developed the business of diversified social organizations to invest in related issues.
From this we can see that the concept of a community is not only "referential to geographical space", but is a collection of different levels, scopes, factors and events in human social life. The theme of this course is “Community Governance and Part III” and will focus on exploring “the implications of community governance, domestic and foreign case experiences, and the changes it has triggered.” The focus of the course is to explore the community-based public affairs development. The organization belonging to the third door is operating at the "community" level, and at the same time guides students to pay attention to the functions and overall development of the third door.
In recent years, the "community" discussion has shown diversified development. To understand the connotation and operational structure of various discussion topics, we must have some understanding of the development of community theory, and at the same time, we will introduce the organizations involved in related discussion topics. The purpose of this course hopes to guide students to focus on the relationship between community theory development and public problem solving, understand the degree of importance that relevant countries have on community governance and participation, and understand the process, current situation and future of Taiwan’s community development. This course selects community structure, community organization, community construction, community evaluation, community security, community environmental protection, community industry, community education, community sustainability and other discussions. At the same time, we arrange community visits and sub-group reports to inspire students to pay attention, understand and reflect on relevant community governance cases, and then cultivate the support foundation for the overall development of the third part.
本課程主題為「社區發展與治理」,將會聚焦於探討「社區為何必須發展?應朝哪些方向發展?應該如何發展?」再者,探討「治理」的觀點如何賦予社區發展新的思維與作法。
The theme of this course is "Community Development and Governance", and will focus on exploring "Why should a community develop? In what directions should it develop? How should it develop?" Furthermore, explore how the perspective of "governance" can give new ideas and practices to community development.
