政策執行在公共政策的生命週期：規劃、合法化、執行、到評估的過程中，往往佔據最長的時間，而執行的過程中，也最容易受到外力的影響，而導致偏差。這也是為什麼一個原先充滿良法美意的公共政策，經過執行階段後，反而造成擾民的惡法。本課程之主要目標，是從理論層面來探討政策執行的典範，以及外在環境可能影響執行的因素，進而配合實際案例之探討，建構一套適合國情的政策執行規則。Policy implementation in the life cycle of public policy: planning, legalization, implementation, and evaluation often occupy the longest time, and in the process of execution, it is also most susceptible to external forces, resulting in deviations. This is why a public policy that was originally full of good laws and the United States has caused harm to the people after the implementation of the stage. The main goal of this course is to explore the scope of policy implementation from the theoretical perspective and factors that may affect implementation by the external environment, and to cooperate with the exploration of actual cases, and to construct a set of policy implementation rules that are suitable for national conditions.
