課程概述 Course Description

政策評估是透過有系統的社會研究程序來評估社會干預計畫的概念、設計、執行與效果。政策評估方法的發展可回溯到1930年代。當時的美國,隨著政府的職能的擴張,公部門的支出日增,各種有關社會改造的計畫也一再地推出,如羅斯福總統的新政 (New Deal)、以及詹森總統的大社會 (Great Society) 等。然而,許多基於「大政府」(big government) 的理念所提出的計畫最後未能達成其原來的目的,無效率地浪費了許多公帑。在如此的背景之下,導致政策評估的重要性逐漸受各界重視。 據學者估計,美國聯邦政府在1969年至1980年間,政策評估的經費由一千七百萬美元暴增至一億八千萬美元。除去大規模的花費之外,有關政策評估的學術研究與分析工具也都有蓬勃的發展。本課程首先針對政策評估的概念與發展的歷史進行介紹。隨後,討論的重心在於針對不同類型的政策評估類型,探究其運用的場合、方式、基本假設與限制。
Policy evaluation is to evaluate the concept, design, execution and effects of social planning through systematic social research procedures. The development of policy evaluation methods can be traced back to the 1930s. At that time, with the expansion of government's responsibilities, the public sector's spending increased day by day, and various plans for social transformation were repeatedly introduced, such as President Roosevelt's New Deal and President Jensen's Great Society. However, many of the plans based on the concept of "big government" failed to achieve their original purpose and inefficiently wasted a lot of public funds. Against this background, the importance of policy evaluation has gradually been valued by all walks of life. Scholars estimate that the U.S. federal government's policy assessment cost surged from 17 million US dollars to 180 million US dollars between 1969 and 1980. In addition to large-scale expenses, academic research and analytical tools related to policy evaluation are also developing vigorously. This course first introduces the concept of policy evaluation and the history of development. Later, the focus of the discussion is on evaluating the types of policy evaluations of different types, and exploring the conventions, methods, basic assumptions and limitations of their use.
