學生學習後要具備下列的能力,檢視政策形成中各種選擇背後的價值、瞭解政策制訂者所依循的是何種需求、以及何種正義;為現行服務規劃另種福利服務、服務輸送方式、福利資格、財務安排;為現行、及所提另種安排,提出變遷目標、預設理論、價值,並為之批駁與辯護;指出此種改變對案主或公民在性別、階級平等上有何影響,誰得利、誰不利。After learning, students must have the following abilities to view the value behind the various choices in the formation of policies, understand what needs and what kind of justice policy makers are following; plan for existing service regulations to provide other welfare services, service delivery methods, and benefits. Qualification and financial arrangements; propose changes in goals, pre-designed, value, and criticism and protection for existing and other arrangements; point out what impact this change has on the client or citizen on gender and level equality, who will benefit and who will be unfavorable.
