本課程旨在探討和分析地方政府的財政問題；尤其針對臺灣的地方財政，分由相關法制規範，施行爭議，以及當前所面臨之地方財政問題，政府和學界解決方案之設計，提出專題討論，促使地方政治組修習研究生，對於地方財政在發展地方自治之重要性有深刻之了解，並且能有專業的分析與解釋能力。此種理論與實務兼顧的講授方式，當有助於研究生對地方財政研究和學習興趣之提高。
This course aims to explore and analyze the fiscal issues of local governments; in particular, it will focus on local finance in Taiwan, including relevant legal regulations, implementation disputes, as well as the current local fiscal problems faced, and the design of solutions from the government and academia. Encourage local political groups to pursue postgraduate studies, gain a deep understanding of the importance of local finance in developing local autonomy, and develop professional analysis and interpretation skills. This kind of teaching method that balances theory and practice should help graduate students to increase their interest in local financial research and learning.
