刑法乃規定犯罪及法律效果之刑罰的關係之行為規範，而刑法總則為刑法規定共同適用之準則，亦為研習刑事法之基礎，其於犯罪之基本觀念及刑罰之終極目的，在理論方面固值作深入之比較研究，而在實際運用上，尤須注意其妥適性。
Criminal law is a code of conduct that stipulates the relationship between crime and legal effects of punishment. The general principles of criminal law are the standards for common application of criminal law provisions and are also the basis for studying criminal law. They are theoretically solid in the basic concepts of crime and the ultimate purpose of punishment. It is worthy of in-depth comparative study, and in practical application, special attention must be paid to its appropriateness.
