教育目標 Course Target

放眼世界,由於社會力蓬勃發展,加上政府失靈、市場失靈所引發的危機,導致「公民參與」(Citizen Participation)的理念日受重視,反映到實務上則凸顯公共服務議題的重要性。所謂公共服務乃是公民展現一種我群「社區意識」(Sense of Community),基於對公共事務的關心,主動發起公共行動,以期實現社會之「公共利益」(Public Interest),並建立「公民社會」(Civil Society)。在國家與社會互動架構下,公民對於攸關其福祉甚鉅的「公共服務」(Public/Civic Service)自然會形成種種要求,除了責求政府「公正廉能」,以及提供更多元、更具品質,及更具社會公平正義的「公共服務」之外,甚至要求主動參與公共政策之規劃、執行和評估,這便是志願參與公共服務的趨勢。 本課程宗旨在於介紹志工管理相關理論、管理實務及當前重要議題,搭配課堂分組報告及實地志願服務,期能增進同學們對於志願服務內涵、公共服務精神的認識。從個體面期望啟發同學對生活價值的反思,學習組織經營管理的知識,擴展未來生涯規劃的範疇;同時在總體面希望有助台灣公民社會的穩健發展與成熟。 課程安排強調公共服務實務的學習,內容包括「志工管理理念、志工招募、志工領導、法制議題、資源規劃、策略規劃、績效管理與軟體應用、自我管理服務學習、志工管理未來與挑戰」等面向,深入探討志工管理與公共服務實踐之道。 學期間將實施六週的公共服務學習,同學們必須從老師提供的志願服務機構清單中,選定一個機構從事志願服務實習(擔任機構志工),藉此印證公共服務學習的知識,拓展視野、深化對公共服務的認識。為回應志願服務多元發展的趨勢,服務學習機構將儘量廣及政治性(民意代表服務處)、非營利(服務型非營利組織、企業型基金會)、行政性(各級、各類政府機關)組織,以提供學生更為全面的公共服務選擇。Looking around the world, due to the vigorous development of social forces and the crises caused by government failure and market failure, the concept of "Citizen Participation" has received increasing attention. When reflected in practice, it highlights the importance of public service issues. The so-called public service is when citizens demonstrate a "Sense of Community" among themselves, proactively initiate public actions based on their concern for public affairs, in order to realize the "Public Interest" of society and establish a "civil society" ” (Civil Society). Under the interactive framework between the state and society, citizens will naturally form various demands for the "Public/Civic Service" that is closely related to their well-being. In addition to requiring the government to be "fair and honest" and to provide more diverse and better In addition to providing "public services" with quality and social fairness and justice, they even require active participation in the planning, implementation and evaluation of public policies. This is the trend of voluntary participation in public services. The purpose of this course is to introduce the theories, management practices and current important issues related to volunteer management. It will be paired with classroom group reports and on-site volunteer services. It is expected to enhance students' understanding of the connotation of volunteer service and the spirit of public service. From an individual perspective, we hope to inspire students to reflect on the value of life, learn knowledge about organizational management, and expand the scope of future career planning. At the same time, we hope that it will contribute to the steady development and maturity of Taiwan's civil society. The course arrangement emphasizes the learning of public service practices, including "volunteer management concepts, volunteer recruitment, volunteer leadership, legal issues, resource planning, strategic planning, performance management and software applications, self-management service learning, volunteer management future and "Challenges" and other aspects, and deeply explore the practice of volunteer management and public services. Six weeks of public service learning will be implemented during the semester. Students must select an organization from the list of volunteer service organizations provided by the teacher to engage in volunteer service internships (serve as agency volunteers), so as to confirm the knowledge of public service learning and expand their horizons. Deepen understanding of public services. In response to the trend of diversified development of volunteer services, service learning institutions will try to be as broad as possible in political (public opinion representative service offices), non-profit (service-oriented non-profit organizations, corporate foundations), administrative (all levels and types of government agencies) ) organization to provide students with more comprehensive public service options.
