課程旨在幫助學生了解永續發展、環境治理及政治分析等三個概念及三者間相互結合的意義與研究。The course aims to help students understand the three concepts of sustainable development, environmental governance and political analysis, as well as the significance and research of the combination of the three.
永續發展是近年來政治學研究之重要議題,而永續發展廣泛地被定義為:不是一種固定的和諧狀態,而是一種改變的過程,其中,開發非再生資源、投資的方向、技術發展的導向、以及制度的變動,都必須與現在及未來的需要一致。另一個簡單的說法是,永續發展即是:發展,能滿足目前的需要而不用折衷未來世代滿足其需要的能力。換言之,永續發展基本上是涉及、處理及討論同代和隔代之間平等的議題,同時考慮現代和未來世代的需求,其主要目標則是以弱勢及貧窮為優先順序。因此,永續發展在追求上必須從多個層面上著手,包括全球、跨國區域、國家、地方等。在每個層面中,不同的議題和機會都必須考慮在內。此時,在達成永續性的目標上,治理已成為主要策略,因為治理不僅包括政府,且包含企業及公民社會的共同參與,並強調整個系統的管理。而環境治理則是政治生態學中和環境政策中的概念,涉及到所有達成永續性所需要的要素。所有人類的活動,不管是政治、社會和經濟,都應理解為環境和生態系統下的子集合運作。所謂政治分析,則是把政治當作是種過程來分析而非限定在某個領域如政府、議會等。
Sustainable development has been an important topic in political science research in recent years, and sustainable development is broadly defined as: not a fixed state of harmony, but a process of change, in which the development of non-renewable resources, the direction of investment, and technological development The orientation and changes in the system must be consistent with current and future needs. Another simple way to put it is that sustainable development is: development that meets the needs of the present without compromising the ability of future generations to meet their own needs. In other words, sustainable development basically involves, deals with and discusses issues of equality between the same and different generations, taking into account the needs of present and future generations, and its main goal is to prioritize the disadvantaged and poor. Therefore, the pursuit of sustainable development must be pursued at multiple levels, including global, transnational regional, national, local, etc. At each level, different issues and opportunities must be considered. At this time, governance has become the main strategy to achieve the goal of sustainability, because governance includes not only the government, but also the joint participation of enterprises and civil society, and emphasizes the management of the entire system. Environmental governance is a concept in political ecology and environmental policy, involving all elements needed to achieve sustainability. All human activities, whether political, social, or economic, should be understood as functioning as sub-sets of the environment and ecosystems. The so-called political analysis analyzes politics as a process rather than limiting it to a certain field such as government, parliament, etc.
