課程目標在使修課學生能對於影響台灣民主政治發展的地方派系有所瞭解與認識，並對於其歷史與造成影響能夠有所瞭解，從而誘發對於地方政治生態相關的研究興趣與主題發掘。The course aims to enable students to understand and understand the local factions that influence the development of democratic politics in Taiwan, as well as to understand their history and influence, and thus develop research interests and topics related to local political ecology.
本專題課程之開設主要聚焦於透過對於地方政治組織與地方派系等等重要地方政治運作行為者所構成的地方政治生態網絡體系，進行相關理論、文章研究的由淺至深的研讀探討，使得研究生修習完本課程後，能夠對於地方政治及其生態具有深刻的認識與瞭解，進而觸發其在本領域的的研究興趣與研究方法的有效掌握。
