教育目標 Course Target

本課程在使碩士班學生了解如何以一套概念、程序和工具,協助公共組織發展運作的策略,使之對環境的變化有所警覺,並更為有效地配置組織內部有限的資源,進而取得能夠永續的競爭優勢。然而,相對於於策略規劃與管理在私部門早已廣泛運用,公共組織中除研考單位因職司「中程施政計畫」,而必須運用、體現策略的規劃與管理,餘多無緣觸及,因此在進度安排上,修課同學首先將熟習一般私部門在包括願景與使命、內外環境評估、策略選擇與分析等要項的策略規劃,以及策略執行與策略評估等各階段所涉及的基本概念;其次再特別針對公共部門進行策略規劃應行面對的相關議題,加以探討,最後則就授課教師所給定期末實作題,分組完成足以展現應用、分析全期所學的期末報告,與負責評論同學相互對話,期能有助於修課同學掌握當前組織生存與發展的關鍵。This course enables master's students to understand how to use a set of concepts, procedures and tools to assist public organizations in developing operational strategies so that they can be alert to changes in the environment and allocate limited resources within the organization more effectively, thereby achieving greater success. A sustainable competitive advantage. However, while strategic planning and management have long been widely used in the private sector, in public organizations, except for research and examination units that must use and embody strategic planning and management due to their responsibilities as "mid-range policy plans", they have not been touched by many other public organizations. Therefore, in terms of schedule, students who take the course will first be familiar with the basic concepts involved in strategic planning in the general private sector, including vision and mission, internal and external environment assessment, strategy selection and analysis, as well as strategy implementation and strategy evaluation. Secondly, we will discuss the relevant issues that should be faced in strategic planning in the public sector. Finally, we will complete the final practical questions given by the instructor in groups and complete a final report that can demonstrate the application and analysis of what has been learned throughout the period, and be responsible for Commenting on the dialogue between students will hopefully help students taking the course grasp the key to the survival and development of current organizations.
