務使學生從地方到治理等相關概念之理解，然後再探討並比較各國地方政府如何運作。

It is important to enable students to understand related concepts from locality to governance, and then explore and compare how local governments in various countries operate.

本課程旨在從「中央與地方關係」的角度來探討美、日及歐洲聯盟成員國的地方政府結構及相關事宜。首先，了解各國地方政府制度並「比較」其異同。其次，了解「治理」的意涵：「治理」概念或理論近年成為研究中央或地方政府運作的分析工具，這對研究地方政府有何啟示值得探究。再者，學生課前閱讀指定進度，上課開放討論，以促進彼此的互動、交換、及切磋。

This course aims to explore the local government structure and related matters in the United States, Japan and European Union member states from the perspective of "central-local relations". First, understand the local government systems of various countries and "compare" their similarities and differences. Secondly, understand the meaning of “governance”: The concept or theory of “governance” has become an analytical tool for studying the operations of central or local governments in recent years. What implications this has for studying local governments is worth exploring. Furthermore, students read at a designated pace before class and have open discussions in class to promote mutual interaction, exchange, and discussion.
