本課程有別於傳統行政學,引進當代新公共管理思潮,諸如企業型政府、顧客導向、全面品質管理(TQM)、績效基礎預算(Performance- Based Budgeting)等,探討如何將企業管理的精神與方法移植到公部門,同時也將分析其可能面臨的挑戰與限制。
