教育目標 Course Target

本課程欲讓未來國家公務人員了解執行公務時,民眾對公務人員的期望,適當與不適當價值、行為的思考、決策與實踐,以成就一具有尊嚴、受民眾稱道之公務人員。This course wants to let future national public servants understand the expectations of public servants when executing public affairs, and to consider, decide and practice appropriately and inappropriately valued and behavioral, in order to achieve a respectful and cited public servant.


課程概述 Course Description

每一位務人員皆為全民所雇用,其所具領之薪資、所使用之預算、所運用之公權力皆為全民所授與,故其受期待為利他之人。其角色認知應為全民之公務人,員其運作應以全民福為依歸。本課程欲讓國家公務人員了解執行公務時,所應追求之行政價值、應有之行為規範、所面對之倫理困境、倫理困境的決策、行政倫理的強化,以成就每一公務人員成為獨立思考判斷、且受民眾稱道與具有尊嚴的民眾受託(public trustee)者。
Every employee is employed by the whole people, and his salary, budgets and public power he uses are all granted by the whole people, so he is expected to be an altruistic person. His role is a public servant of the whole nation, and his actions should be based on the blessings of the whole nation. This course wants national public servants to understand the administrative value, the appropriate behavioral rules, the ethical difficulties faced, the decisions of ethical difficulties, and the strengthening of administrative ethics when executing public affairs, so as to make every public servant a public trustee who is independent thinking and judgment, and is praised by the public and respected public trustees.
