本課程欲讓未來國家公務人員了解執行公務時,民眾對公務人員的期望,適當與不適當價值、行為的思考、決策與實踐,以成就一具有尊嚴、受民眾稱道之公務人員。This course aims to enable future national civil servants to understand the public's expectations of public servants, appropriate and inappropriate values, thinking, decision-making and practice of appropriate and inappropriate behaviors when performing official duties, so as to become a public servant with dignity and praise from the public.
每一位務人員皆為全民所雇用,其所具領之薪資、所使用之預算、所運用之公權力皆為全民所授與,故其受期待為利他之人。其角色認知應為全民之公務人,員其運作應以全民福為依歸。本課程欲讓國家公務人員了解執行公務時,所應追求之行政價值、應有之行為規範、所面對之倫理困境、倫理困境的決策、行政倫理的強化,以成就每一公務人員成為獨立思考判斷、且受民眾稱道與具有尊嚴的民眾受託(public trustee)者。
Every civil servant is employed by the people, and the salary they receive, the budget they use, and the public power they use are all granted by the people, so they are expected to be altruistic people. Their role cognition should be that of public servants for the whole people, and their operations should be based on the welfare of the whole people. This course aims to enable national civil servants to understand the administrative values they should pursue, the behavioral norms they should pursue, the ethical dilemmas they face, the decision-making of ethical dilemmas, and the strengthening of administrative ethics when performing official duties, so as to achieve the goal of each civil servant becoming an independent person. A public trustee who thinks and judges, is praised by the people and has dignity.
