本課程除希冀學習者對地方基層組織的角色、功能有所理解外，也期望使學習者釐清其在事權劃分與地方事務運作上的關聯，以及其中的互動關係。另外，基於地方特色之不同，有關地方基層組織運作的不同面貌，及對地方選舉、地方派系等實際政治運作之影響，也同樣是學習者必須檢視和比較的重要議題。最重要地，本課程希望學生能在理解基層民主實質內涵後，重新思考地方政治在民主運作之中的角色，以及地方治理實踐的各種可能。In addition to hoping that learners will have an understanding of the roles and functions of local grassroots organizations, this course also hopes to enable learners to clarify the relationship between their division of powers and the operation of local affairs, as well as the interactive relationship between them. In addition, based on different local characteristics, the different aspects of the operation of local grassroots organizations and their impact on actual political operations such as local elections and local factions are also important issues that learners must examine and compare. Most importantly, this course hopes that students can rethink the role of local politics in democratic operations and the various possibilities for local governance practice after understanding the essential connotation of grassroots democracy.
