針對公共行政的主要範圍如：基本意涵、科層官僚制、組織結構、新公共管理技能、理論轉折與行政倫理的晚近發展，擇其要者，加以分析、討論，俾使學生能夠接觸並探索新公共行政處在變動時代下有何基本的變革和成就。

Focusing on the main scope of public administration, such as: basic meaning, bureaucracy, organizational structure, new public management skills, theoretical transitions and the recent development of administrative ethics, select the important ones, analyze and discuss them, so that students can be exposed to and explore the basic changes and achievements of new public administration in the changing era.
