針對公共行政的主要範圍如：基本意涵、科層官僚制、組織結構、新公共管理技能、理論轉折與行政倫理的晚近發展，擇其要者，加以分析、討論，俾使學生能夠接觸並探索新公共行政處在變動時代下有何基本的變革和成就。

The main scope of public administration is: basic implications, scientific bureaucracy, organizational structure, new public management skills, theoretical reversal and recent developments in administrative ethics. The key ones analyze and discuss them so that students can contact and explore the basic changes and achievements of the new public administration in the era of change.
