本課程作為研究所地方政治組的選修課程，除希冀學習者除了對台灣社區發展協會之角色、功能有所理解外，更能旁及社區發展相關理論，並釐清社區發展協會在地方上與其他基層組織單元如：村里長、村里幹事、公寓大樓管理委員等，在事權劃分與地方事務運作上的關聯，以及其中的「競合」關係。再者，基於縣市地方特色之不同，各地的社區發展協會在協助或推動地方事務上所呈現的不同面貌，及對地方選舉、地方派系等實際政治運作之影響，也同樣是學習者必須檢視的重要議題。此外，本課程更希望學生能經由與它國社區主義的比較，思索台灣在地方政治運作上應如何更體現社區意識之精神，並結合當前普遍重視的「多層次治理模式」(multi-level governance)，提出「社區自主」、「社區改革」的方向，建構台灣地方自治的前景。This course is an elective course for the local politics group of the institute.
