教育目標 Course Target

人類社會不免是一個充滿人為及意外的社會,世界各國的災變可分為:一、自然災變,如風災、水災、地震、土石流、火山爆發、海嘯等。二為人為災變,如火災、核能災害、化學災害、恐怖攻擊事件(如美國九一一事件)社會暴亂、重大空難及交通事故等,據美國學者之研究,光是在美國一地,自然災變所以起的死亡人數及財產損失金額在公元2000年時約為1200餘人及50億美金,而2005年肆虐美國東南部五州的卡崔娜颶風所帶來的產值損害,粗估高達美金3000億以上。在其他實施災害管理政策比較的落後國家,其人命與財產的損失恐怕更難以估計。因此,災變發生之後其對於人類社會的影響是至深且鉅,各國政府應該在發生重大災變的緊急狀態下,擬定周全的應變管理計劃以確保人民生命與財產的安全,如何從苦難中改善加強管理並能馴化(Taming Disaster)實為當代都市管理的一大挑戰。因此,本課程之教學旨在讓學生充分瞭解,如何從政策劃、法令制定、防救災體制之建立、政府組織功能調整與各機關配合上,去規劃並設計都市災害管理模式,確保人民生命、財產暨國家安全,以因應當代防災規劃之新挑戰。Human society is inevitably a society full of man-made and accidents. Disasters in various countries around the world can be divided into: 1. Natural disasters, such as wind disasters, floods, earthquakes, landslides, volcanic eruptions, tsunamis, etc. The second is man-made disasters, such as fires, nuclear energy disasters, chemical disasters, terrorist attacks (such as the September 11th incident in the United States), social riots, major air crashes and traffic accidents. According to research by American scholars, in the United States alone, natural disasters The death toll and property damage caused by the disaster were approximately 1,200 people and 5 billion U.S. dollars in 2000. The damage caused by Hurricane Katrina, which ravaged five states in the southeastern United States in 2005, was roughly estimated to be as high as 3,000 U.S. dollars. More than 100 million. In other backward countries with relatively poor disaster management policies, the loss of human life and property may be even more difficult to estimate. Therefore, after a disaster occurs, its impact on human society is profound and huge. Governments of all countries should formulate comprehensive contingency management plans in the emergency state of a major disaster to ensure the safety of people's lives and property, and how to improve and strengthen from the suffering. Managing and taming (Taming Disaster) is actually a major challenge in contemporary urban management. Therefore, the teaching of this course aims to enable students to fully understand how to plan and design an urban disaster management model from the aspects of policy planning, formulation of laws, establishment of disaster prevention and relief systems, adjustment of government organizational functions and cooperation with various agencies to ensure people's lives and property. and national security to meet the new challenges of contemporary disaster prevention planning.
