本課程為下學期民意調查實務的前導課程，《欲選修下學期實務課程的必須先修習過本課程》。擬從民意相關理論與調查方法作概括性的介紹，除了對民意及民意調查 有深入的探討外，並嘗試對於實際民意調查的過程與一些關鍵課題做一介紹。目的在使修課學生能透過課程，瞭解民意與民主政治的重要關係，同時對於實務應用面的民意調查能有進一步的認識，能夠培養區隔民意調查的品質與瞭解其中關鍵，同時作為民意調查實務課程的基礎。This course is a precursor to public opinion polling practice in the next semester. This article intends to make a general introduction from the theories and survey methods related to public opinion. 本課程目的在於說明三個主要內容，一是「民意」，其次是「調查」，第三是「民意調查」的整體意涵。本課程分為上下學期分別開設。本學期重點在於使同學瞭解何謂民意，並介紹當前廣為運用的民意調查的研究方法，並著重調查理論方面對於民意的形成與特質、蒐集民意的各種調查研究方式、問卷設計以及研究設計相關的概念，加以簡介。本課程為下學期民意調查實務課程的先修課程，修過本課程能修下學期的實務課。
The purpose of this course is to explain three main contents, one is "public opinion", the second is "survey", and the third is the overall meaning of "opinion poll".
