從西方國家經驗來看，不難理解我國政治困境根源和可行的憲政改革方向。首先，主政者作為大幅背離現行雙首長制，使得政府寸步難行。其次，立院運作長期存在諸多問題，推動國會改革有其必要性。然而在現狀得到改善之前，主政者理應遵守憲政體制，避免問題失控。
我國有行政院長，行政院須向立法院負責，單就這兩點而言甚難將我國歸類為總統制國家。在總統制國家，總統必須具備制衡國會權力，美國總統擁有的立法否決權所以重要，其理在此。本課程循著相同理路探討司法審查，政黨生態，以及選制改革各項問題，期使學習者能夠得到通盤了解。Judging from the experience of Western countries, it is not difficult to understand the root causes of my country's political dilemma and the feasible direction of constitutional reform. This course follows the same rationale to explore various issues such as judicial review, political party ecology, and electoral reform, hoping to enable learners to gain a comprehensive understanding.
本課程內容主要在介紹當今主要國家的政府與政治體制，其中包括工業化民主國家英國、法國，德國、日本等；共產及後共產國家俄羅斯、中共等；以及開發中國家印度、墨西哥等。藉由比較這些國家的政府體制（行政、立法、司法、文官）與政治體制（政黨、利益團體）上的差異，以及實際政治（政治參與、政治引用、政府決策）運作上的不同，來說明影響政府體制及其實際政治運作的原因為何，以期學生具備相關的政治知識，分析判斷與公共服務的能力。
