課程目標在引導學生瞭解環境經濟學的基礎與理論，使學生在面對環境相關議題時，譬如全球氣候變遷、空氣污染、水污染與廢棄物管理，能夠利用經濟學的成本效益分析方法，分析環境汙染防治的社會效益與成本，訂定適當的環境保護政策，包含命令管制、排放費和排放權交易制度等，以追求環境永續發展。The goal of the course is to guide students to understand the foundation and theory of environmental economics, so that students can use cost-benefit analysis methods of economics to analyze and analyze issues related to the environment, such as global climate change, air pollution, water pollution and waste management. 人類為了維繫生存所產生的各種開發活動；由早期的開發耕地到目前都市興建後所衍生的垃圾處理、空氣污染、水污染及噪音污染等的問題等，對於周遭自然環境皆產生了程度不一的影響。而環境管理者為求積極的解決(預知)開發案對環境的衝擊，因此建立環境影響評估制度，希望利用此制度可以有效的降低開發事件對環境污染的衝擊。而如何有效的說明、模擬預知、評估環境因開發案而改變的狀態，即是本課程主要內容。
