課程目標在引導學生瞭解環境經濟學的基礎與理論，使學生在面對環境相關議題時，譬如全球氣候變遷、空氣污染、水污染與廢棄物管理，能夠利用經濟學的成本效益分析方法，分析環境汙染防治的社會效益與成本，訂定適當的環境保護政策，包含命令管制、排放費和排放權交易制度等，以追求環境永續發展。

The goal of the course is to guide students to understand the foundation and theory of environmental economics, so that when faced with environmental-related issues, such as global climate change, air pollution, water pollution and waste management, students can use the cost-benefit analysis method of economics to analyze the social benefits and costs of environmental pollution prevention and control, and formulate appropriate environmental protection policies, including command and control, emission fees and emissions trading systems, in order to pursue sustainable development of the environment.

人類為了維繫生存所產生的各種開發活動；由早期的開發耕地到目前都市興建後所衍生的垃圾處理、空氣污染、水污染及噪音污染等的問題等，對於周遭自然環境皆產生了程度不一的影響。而環境管理者為求積極的解決(預知)開發案對環境的衝擊，因此建立環境影響評估制度，希望利用此制度可以有效的降低開發事件對環境污染的衝擊。而如何有效的說明、模擬預知、評估環境因開發案而改變的狀態，即是本課程主要內容。

Various development activities carried out by humans in order to maintain their survival; from the early development of cultivated land to the current problems of garbage disposal, air pollution, water pollution and noise pollution caused by urban construction, have had varying degrees of impact on the surrounding natural environment. In order to actively solve (predict) the impact of development projects on the environment, environmental managers have established an environmental impact assessment system, hoping that this system can effectively reduce the impact of development events on environmental pollution. How to effectively explain, simulate, predict, and evaluate the state of the environment changed due to development projects is the main content of this course.
