本課程除希冀學習者對地方基層組織的角色、功能有所理解外，也期望使學習者釐清其在事權劃分與地方事務運作上的關聯，以及其中的互動關係。另外，基於地方特色之不同，有關地方基層組織運作的不同面貌，及對地方選舉、地方派系等實際政治運作之影響，也同樣是學習者必須檢視和比較的重要議題。最重要地，本課程希望學生能在理解基層民主實質內涵後，重新思考地方政治在民主運作之中的角色，以及地方治理實踐的各種可能。In addition to hoping that learners will understand the role and functions of local basic organizations, this course also hopes to enable learners to clarify their relationship with local affairs and their interactions. In addition, based on the different local characteristics, the different aspects of local basic organizational operations and the impact on local selection and local factions are also important issues that learners must view and compare. Most importantly, this course hopes that students can rethink the role of local politics in democratic operations and the various possibilities of local governance after understanding the connotation of basic democratic reality.
社區的概念來自西方社區主義(communitarianism)一詞，其除了具有公益精神以及社群意識的內涵，更扮演落實地方基層民主與健全公民社會的重要精神象徵。台灣的社區發展協會作為一非營利性組織，其在增進居民福利、團結互助的社會功能之外，由於設置的地理範圍幾乎和村、里重疊，使得在職能上更具補強公部門不足的第三部門性質；甚至，在許多區域中，因為都市化所導致居住型態的轉變以及居民社區意識抬頭，社區發展協會更扮演著地方事務推動上舉足輕重的角色。職此之故，本課程以台灣的社區組織為核心，旁及鄉鎮市區公所、村里辦公室、公寓大廈管理委員會，以及其它社區組織等，全面性地探討基層組織運作與地方民主之關連。在地方治理的理論基礎上，本課程聚焦在基層組織內涵及其運作方式，並從中分析與上層政治的連結，以及與公民社會建構的關係。此外，在個案選擇上，本課也將探討中國大陸與香港的地方基層組織，析論基層民主實踐之可能。
The concept of community comes from the Western term community theory. In addition to having the connotation of public welfare and community consciousness, it also plays an important spiritual symbol of implementing local basic democracy and improving civil society. As a non-profit organization, Taiwan’s community development association is not only a social function of residents’ welfare and group mutual assistance, but also a geography that is almost interfering with villages and villages, making it more effective in terms of performance, the third part of the public department’s lack of public departments. In many areas, due to urbanization, the community development association plays a slight role in promoting local affairs due to the changes in residential shape and the rise of residents’ community consciousness. Because of this, this course is centered on Taiwan’s community organizations, along with town municipal offices, village offices, apartment building management committees, and other community organizations, to comprehensively explore the connection between basic organizational operations and local democracy. In terms of the theoretical basis of local governance, this course focuses on the connotation of the basic organization and its operation methods, and analyzes the connection with upper-level politics and the relationship with civil society construction. In addition, in terms of case selection, this course will also explore the local basic-level organizations in Mainland China and Hong Kong, and analyze the possibility of basic-level democratic reality.
