本課程除希冀學習者對地方基層組織的角色、功能有所理解外，也期望使學習者釐清其在事權劃分與地方事務運作上的關聯，以及其中的互動關係。另外，基於地方特色之不同，有關地方基層組織運作的不同面貌，及對地方選舉、地方派系等實際政治運作之影響，也同樣是學習者必須檢視和比較的重要議題。最重要地，本課程希望學生能在理解基層民主實質內涵後，重新思考地方政治在民主運作之中的角色，以及地方治理實踐的各種可能。In addition to hoping that learners will have an understanding of the roles and functions of local grassroots organizations, this course also hopes to enable learners to clarify the relationship between their division of powers and the operation of local affairs, as well as the interactive relationship between them. In addition, based on different local characteristics, the different aspects of the operation of local grassroots organizations and their impact on actual political operations such as local elections and local factions are also important issues that learners must examine and compare. Most importantly, this course hopes that students can rethink the role of local politics in democratic operations and the various possibilities for local governance practice after understanding the essential connotation of grassroots democracy.
社區的概念來自西方社區主義(communitarianism)一詞，其除了具有公益精神以及社群意識的內涵，更扮演落實地方基層民主與健全公民社會的重要精神象徵。台灣的社區發展協會作為一非營利性組織，其在增進居民福利、團結互助的社會功能之外，由於設置的地理範圍幾乎和村、里重疊，使得在職能上更具補強公部門不足的第三部門性質；甚至，在許多區域中，因為都市化所導致居住型態的轉變以及居民社區意識抬頭，社區發展協會更扮演著地方事務推動上舉足輕重的角色。職此之故，本課程以台灣的社區組織為核心，旁及鄉鎮市區公所、村里辦公室、公寓大廈管理委員會，以及其它社區組織等，全面性地探討基層組織運作與地方民主之關連。在地方治理的理論基礎上，本課程聚焦在基層組織內涵及其運作方式，並從中分析與上層政治的連結，以及與公民社會建構的關係。此外，在個案選擇上，本課也將探討中國大陸與香港的地方基層組織，析論基層民主實踐之可能。
The concept of community comes from the term communalism in the West. In addition to the connotation of public spirit and community awareness, it also serves as an important spiritual symbol for the implementation of local grassroots democracy and a sound civil society. Taiwan's Community Development Association is a non-profit organization. In addition to its social functions of promoting residents' welfare and solidarity and mutual assistance, the geographical scope of its establishment almost overlaps with villages and towns, making it functionally more capable of supplementing the deficiencies of the public sector. It has a three-sector nature; even in many areas, due to the changes in living patterns caused by urbanization and the rise of residents' community consciousness, community development associations play a more important role in promoting local affairs. For this reason, this course takes community organizations in Taiwan as the core, and also includes town and city offices, village offices, apartment building management committees, and other community organizations to comprehensively explore the relationship between the operation of grassroots organizations and local democracy. Based on the theory of local governance, this course focuses on the connotation of grassroots organizations and their operation methods, and analyzes the connection with upper-level politics and the relationship with the construction of civil society. In addition, in terms of case selection, this course will also explore local grassroots organizations in mainland China and Hong Kong, and analyze the possibility of grassroots democratic practice.
