本課程旨在探討和分析地方政府的財政問題；尤其針對臺灣的地方財政，分由相關法制規範，施行爭議，以及當前所面臨之地方財政問題，政府和學界解決方案之設計，提出專題討論，促使地方政治組修習研究生，對於地方財政在發展地方自治之重要性有深刻之了解，並且能有專業的分析與解釋能力。此種理論與實務兼顧的講授方式，當有助於研究生對地方財政研究和學習興趣之提高。

This course aims to explore and analyze the financial problems of local governments; especially the local finances in Taiwan, which are divided into relevant legal regulations, implementation disputes, and the design of the solutions of local financial problems faced by the government and academic circles, and put forward special discussions, so as to encourage local political organization graduate students to have a deep understanding of the importance of local finance in the development of local autonomy, and to have professional analysis and interpretation capabilities. This teaching method that combines theory and practice will help graduate students improve their interest in local financial research and learning.
