(一) 本課程Urban & Regional Planning Practice以攸關永續發展都市之未來挑戰及研究議題與歷經快速政治、經濟、社會、文化、環境、技術與空間結構關鍵性變動的動態協調之科際整合與系統途徑，並兼顧傳統與多元民主的規劃典範與程序為主要範疇，聚焦在人類實體與網際環境，以及維持與強化都市治理及雲端治理，暨期能實現社會公平與正義，共計十七個心智演練課題，以讓學生面臨當前全球化與新經濟典範，造成國際競爭日益激烈，科技資源環境變化日益複雜與民主全球化治理之衝擊與挑戰，如何快速有效運用到地方政府都市規劃實務，以體認在其複雜多元民主社會之過於的心智演練；並置重點除認知土地使用與分區管制外，尚包括經濟發展與環境政策規劃、公私合夥架構、都市（建築景觀）設計、公共藝術、都市更新、都市行銷以及利害關係人參與，尤其對先進國家自1995年網際網路正式問世以還，逐漸較少關注實體空間，而展望運用具有劃時代作為探索新世界之模擬與規劃的網際網路地理──網際空間（Cyberspace）所發展的都市規劃新典範與新途徑日廣，諸如3DVR與Internet GIS整合、以及E化延伸型政府模型(E-Extended Government Model)等。
(二) 其次期盼讓學生透過如何運用到地方政府都市規劃實務及動態性的批判性思考過程（Process of Critical Thinking）理念與可行性分析研究之道，及團隊標竿學習，激勵發揮潛能之主動學習（Active learning）與親自動手分析 (Hands-on analysis) 的心智演練，以孕育學生能具備全球民主化治理、前瞻性與科際整合之問題概念化、資料搜集與分析、專案設計、口頭或圖形的談判溝通與決策策略及問題解決（Decision-making Strategies and Problem-solving）技術，做好都市與區域規劃與綜合發展計畫並付諸有效執行，奠定未來成為優秀的「公部門經理人才」之基礎。(I) Urban & Regional Planning for this course Practice focuses on the scientific integration and system approaches of scientific integration and system in the future challenges and research topics for the continuous development of the city and the dynamic coordination of rapid political, economic, social, cultural, environmental, technical and spatial structure key changes, and focuses on human and online In the future, as well as maintaining and strengthening urban governance and cloud governance, we can realize social fairness and justice in a long time.
