一.教學目的:
地方自治制度是現代民主國家運作的基礎,目前國內大學相關課程名稱定為「地方政府與自治」,內容著重理論及各國制度的比較,對於我國地方自治的理論與實務較少觸及。出現這種落差的原因有二,一是缺少植基於國內實務的理論印證,使得套用國外理論與實務的情況屢見不鮮;另一是學者缺少實務經驗,無從落實理論與實務的印證。1. Teaching purpose:
The local autonomy system is the foundation of the operation of modern democratic countries. Currently, the name of relevant courses at the university in China is defined as "local government and autonomy". The content focuses on theory and comparison of various systems, and has less exposure to the theories and practices of local autonomy in our country. There are two reasons for this gap. One is that the theoretical evidence based on domestic practices is lack of theoretical evidence, which makes the application of foreign theory and practices unrealistic; the other is that scholars lack practical experience and have no evidence from implementing theoretical evidence.
